Am I correct that digital cable is natively 480i, 720p or 1080i, and that 480p is 480i deinterlaced by the TiVo?

Yes. Although I think some 3rd party apps, like Netflix, might actually have native 480p and in that case it would not be deinterlaced by the TiVo.
