Cox NoVA - missing HD movie channels

I am a Cox NoVA customer and recently bought a HD TV. When I hooked everything up to the new TV and started flipping through the channels, I saw that several of the HD movie channels would not turn on. I never looked at the channels until then since I had a SD TV. The screen would be black for several seconds and I would get an error saying something about the Tuning Adapter not being able to turn on the channel. These were for several channels that work fine on the SD version along with the additional HD movie channels.
After googling the issue, I saw that other areas have reported similar problems and have cited FCC violations. Reading the "CableCARD: Know Your Rights" guide on the fcc website indicates that I am not receiving channels I should because they are not on-demand. Further googling produced an FCC ruling in 2009 that Cox had violated several FCC regulations and either ignored or partially complied with them. I did not see any followup.
I called Cox and they said that I should get them and would send a signal to my tuning adapter. That did not fix it. I fear that repeat calls will only have them do the same thing several times and then give up.
Has anyone else had the same problem with Cox NoVA and their tivo w/ cable cards? I want to know if there is a phrase I need to tell the Cox people so they will fix it or send it up to a higher level technician that knows what to do, or if I need to fill out an FCC violation form.

Did you already have a Tuning Adapter when you were using the old TV before you bought the new one?

I already had a Tuning Adapter. I never checked the HD channels with my old TV. I can only assume that it never worked since the only thing that changed was the tv and the connecting cable to the tivo.

With the old TV, was there a TiVo involved? What model number (it starts with TCD) Were there cable cards involved as well as the TA? What was hooked to what with what kind of cable?

What's hooked to what now with what kind of cable?

Is the old TV still around?

If these are the channels you are referring to they are called the Plus Package Channels and Cox decided to bundle them with the Whole Home DVR only. But there has been some progress in California to get them on a TiVo and other Cable Card devices capable of tuning 1GHz and MPEG4 (H.264)

Thanks for the info CoxInPHX. I was mainly looking for Cox Fairfax customers who are having the same situation as I am. Other areas have a lot of discussion, but the Fairfax area seems very quiet. It looks like I found someone in one of the threads you listed.
It looks like there is an FCC violation since these channels should be provided to Fairfax cablecard customers in some way, like with an additional fee like other areas.

unitron - I did not think I needed to state that I had my old tv connected to a tivo since I am posting on a tivo forum, but that is the case. My apologies. I have a tivo HD with two cable cards and a tuning adapter. My old tv connected to the tivo via s-video. My new hdtv connects via hdmi. My old tv was freecycled and weighed over 240 lbs, so I have no intentions of getting it back to see if the channels worked on it even if the new owner let me borrow it. I highly doubt it would be different from my new tv since the only change was the output cable from the tivo.

I have some some good news for Cox NoVA users - most likely you will be getting the Plus Pack channels soon at no extra cost.

A couple weeks after I filed my FCC complaint, I was contacted by a Cox rep who let me know that Cox has decided to provide free access to the Plus Pack channels to anyone using a CableCard with a Tivo, Seton Infinity, or HD Homerun Prime. (not perfect, but it's a start)

The rep's initial attempts to enable those channels didn't work, so they now have Cox engineers working with Cisco and Tivo to work this out. Once they have a solution (currently not expected until late January), it will be used to enable the channels for all of us.

FYI - I don't know yet which actual models this will work for. There's a chance they'll only enable channels for Series 4s, but based on what I've read from San Diego users hopefully it will also work with Tivo HDs.

I'm curious for those that can tune H.264 channel such as the one above are you able to download a recording to a computer and play it without problems using TiVo Desktop or similar software? In picture above CCI=0x0 so download should be allowed but I'm curious if TTG actually works with H.264 for US market.
P.S. It probably will require "Fast transfers" enabled in TD 2.8.2 for it to work so as to download as mpeg2 Transport Stream container format with H.264 video and AC3 audio.

Doesn't the TiVo HD meet these qualifications?

It has the hardware capability but perhaps would need a software update that TiVo would be unlikely to release at this point.

Cox in Fairfax, VA and Plus Package content

Does anyone know if there has been any resolution to this problem in Fairfax? I know from my personal experience with the Cox tech associates that they are ill-trained regarding the Plus Package channels and TiVo (CableCARD) devices--it took me four call-ins to get to a Cox CableCARD specialist who could confirm that I should, indeed, be receiving these channels; all other associates said I could only get these channels on their leased Whole Home DVR, which is a violation of FCC rules as a previous poster mentioned. I have had the Plus Package channels I subscribe to (HBO and STARZ) added to my account--it shows up on my bill as HD HBO+ $0.00--but Cox has been unable to authorize the channels; when tuning in I receive "Channel not authorized. Contact your cable provider". I've had the ticket escalated to their engineering department and was told to call back in a week or so, but judging by the OP's post date of early December, it seems like these issues should be resolved already. Is anyone else having similar problems?

My Cox NoVA "resolution specialist" first told me they were working on the problem of getting these channels to series4 tivo units on December 15th.

On January 26th, I got this bit of news:
Just a quick update; our Corporate Engineering Team is still testing out solutions for this issue. I will definitely let you know as soon as I get further updates. Thank you for your patience.

Apparently they're still working out how to get a Cox CableCard, Cisco SDV tuner, and series 4 tivo to play nice together for these channels.

Sounds like NoVA is in the same boat as Cox AZ. Are the channels in NoVA also MPEG4 (H.264)?

Cox AZ is also Cisco SDV TAs.

Update

An update for the NoVa area.

I just got off the phone with a helpful representative from Cox. I asked about the current issue I'm having with the Plus Package premium channels, i.e. Cox is unable to authorize the channels. He read me an email from his tech lead that stated that this is a known issue on Tivo's end. Apparently Tivo was not as ready for the roll-out of MPEG4 channels as the lead us all to believe--this makes sense given that SilconDust boxes and other retail boxes are receiving these channels already. According to conversations between Tivo and Cox, Tivo will have a patch worked out and sent to Cox for testing by 20 February 2012 (next week). The Cox representative said that once Cox tests that the patch works, they should be able to authorize the channels. The target date for this authorization is 28 February 2012.

I hope that this actually comes to fruition. It would be nice to have the extra channels.

Anybody have any updates regarding availability of these channels? I'm in Phoenix and as of today, we are still without them. Is the problem limited to Northern Virginia and Phoenix?

Update on MPEG4 (H.264) Cox Plus Package channels in NoVA and Arizona not being able to be Authorized. Both markets are Cisco and use Tuning Adapters, an update by Cisco has also been mentioned, but not verified.

But, TiVo has confirmed that the issue needs a TiVo software patch/update to support the new MPEG4 channels, which will most likely be included in the next software release. I also got an email confirmation from TiVo of the needed update.

I too am a Cox Fairfax customer. Tivo Series 3 XL HD (not a Premier). I have quite a few HD channels that I should be getting (they are not part of Plus Package) but the Tivo reports 'channel currently unavailable - contact cable provider' when I try to tune to them. I have the Cisco SVA like everyone else with HD from Cox in Fairfax county.

Is upgrading to a Tivo Premier my only option for fixing this? Am I misreading this thread? Is the problem Cox's or Tivo software?

List some of the channels you are missing. The Series 3 with a working Tuning Adapter should be receiving everything you subscribe to. The Series 3 will most likely never be able to receive the Plus Package HDs in MPEG4.

Perhaps your Tuning Adapter is not working properly or the CC or TA is not authorized correctly.

You can check your Tuning Adapter status from the TiVo Tuning Adapter Diagnostics Menu the following value messages should read as follows, if the Tuning Adapter is communicating properly.

* Status Summary > INITIALIZATION: Status: Ready
* POST and Boot Results > BOOT STATUS UNcfg: Ready
* RF Statics > DAVIC: Connected, Status: Locked (This status is essential)

I checked just now; GRNHD (1051), IFCHD (1200), HMCHD (1230), and STZCHD (1370) are blank; a message from Tivo on those channels says:

"This channel is temporarily unavailable. Press SELECT to tune to this channel again. Contact your cable provider for more information."

Sometimes these channels come in just fine, sometimes not. The channels that drop out from time to time vary. Sometimes it's non-HD channels. Rebooting Tivo sometimes fixes it.

Is Cox turning these channels off from time to time? Is it a bug in the SVA?

Does anyone know why this is happening?

I will almost guarantee all the channels you listed are SDV. Your SDV Tuning Adapter is not working properly, I'll bet the the DAVIC status is showing some other message than Connected.

RF Statics > DAVIC: Connected, Status: Locked (This status is essential)

Did you read the post above and check your Tuning Adapter Diagnostics?

Thank you for that tip. I just checked again. Tuner DAVIC status is CONNECTED and status is LOCKED. My status settings look like the optimal ones posted in this thread. Just now, WEHD and IFCHD both show the message:

"This channel is temporarily unavailable. Press SELECT to tune to this channel again. Contact your cable provider for more information."


Using the 'Test tuning adapter channels' menu option under Settings, I can ask the Tivo to try to have the SVA tune to each channel sequentially. Many come in, but an alarming number of HD channels don't come in (black screen). This happens no matter how many times I try to tune to them. If I reboot the Tivo, the "missing" channels are still missing. If I powercycle the SVA, the "missing" channels are still missing.

I don't have cable (and probably never will), but I think the whole point of SDV is that the cable company doesn't have enough physical bandwidth to carry all channels at once, so they essentially overbook them by swapping lightly used channel numbers in and out of a limited number of physical slots, managed by a tuning adapter. So depending on what others in your area are viewing, there will be times when all slots are in use, and you won't be able to view the SDV channel you want until a slot opens up. The congestion may ease if your cable company moves into the 21st Century by eliminating all old analog channels.

David, I agree, but I'm paying for a list of channels, and it seems to me I should get them all, all the time, since I'm paying for them all.

The whole thing stinks...

Never going to happen, there is not a limited number of slots, for SDV channels.

If there is a problem with availability of a SDV channel, it is faulty equipment related, or signal issues. Either the Tuning Adapter needs replaced, or the Edge router at the node needs maintenance.

Cox's network, as a whole, is among the most advanced in the nation among MSOs. All plants are 1GHz, DOCSIS3 bonding 8 down and 4 up are common. Cox is starting to use MPEG4. All while still supporting Analog on 50-60 channels in most markets.

That is indeed very interesting, but he disagrees with your assertion that "there is not a limited number of slots, for SDV channels". He (lrhorer) said, "With a 100% SDV solution, the number of streams being broadcast on the node is equal to the number of unique programs being watched or recorded by the subscribers supplied by the node." And a bit later, "Moving outside of prime time, the number of unique streams being requested will go up, but the number is still nowhere near the 345 streams the node can deliver. Of course, fiber and fiber nodes cost money, and so the CATV system is going to cut the margin as thin as it can. In some cases this has historically meant some systems have had too few nodes resulting in some objectionable level of tuning denials on some of the more obscure channels." I can accept that "tuning denials" should be unlikely and infrequent in a well designed cable infrastructure, but they can happen more often than never. And in a cable system that isn't "a 100% SDV solution" they could even happen often enough to be objectionable.

I am a Cox NoSD customer and am having the same problem in that I cannot receive certain channels from Cox. In January, I had 2 different techs come out to "fix" the problem. The first added a tuner adapter. I had been getting all channels up until the HD switch over and was told that TiVo wasn't quite ready for the change. The adapter still didn't fix the situation so a second guy came out, replaced the adapter and cable card - twice! By the time he left, all was fine, channels restored. Now I find they are gone...again. No help from Cox, they sent out a new signal but that did nothing. My TiVo is only about 4 yrs old and I don't know if a newer model would help.

Does Cox NoSD = Cox North San Diego?
What Model TiVo do you have?
What Channels, # - Network missing?
