When TWC just up the road from you removed Speed channel from the analog and made it digital, they offered the free use of a box for a few months to us analog customers. Didn't care about Speed, but got the box to play with, and it appears a lot of their digital channels are actually SDV, which means not only cable card but tuning adapter. Also, a number of channels are included in the TWC analog lineup provided to TiVo via Tribune that are no longer part of the actual, "they still bother to put it on the cable" analog lineup, and haven't been for months.
If your TVs don't need cable cards, and if your TiVos haven't confused analog and digital, then I'd assume that TWC passed along some bogus data about exactly where they put exactly what and in what format.
