IMO, that is BS. Comcast simply permissions the card for the channels on the tier that you subscribe to. I am in NJ and have the Digital Preferred from Comcast. On their web site it says cable cards free for the primary outlet (in place of a cable box and additional cards are $2.05)
If you are adding the Cable Card in addition to your cable box, then they may add an additional outlet fee which could be that high, but I don't really know. Some providers make you pay for the additional outlet AND additional HD which could easily be $7-$8 each.

Additionally, try the TiVo Cable Card hotline, maybe they have a contact over at Comcast SC that can work out your problem....
