There's no way to set the time for a Tivo's daily call.
I don't know if it will work, but have you tried manually connecting to the Tivo service?
This can sometimes reset when the Tivo will make a "next attempt" to automatically connect.
You can see when Tivo plans the next call on the Phone & Network screen.
