Are the HD locals in chicago, from New York or Chicago now?
Are the HD locals in Chicago the Chicago stations?

Yes, but you can't record them on the current TIVO unit. They say the new unit will be available later this year. I get my Chicago HD locals OTA and record on the current compatible Tivo box

Umm... how about "both" as an answer.
If you have an HR10-250, you can still get access to the New York channels.
Since there is no HR20 yet.
You are going to have to jump through a lot of hoops and find someone who actually understands all the rules to enable them, but it can be done. (My neighbor just got it done, just before the Superbowl)
Chicago is already MPEG-4 enabled, so if you have an H20 (non-dvr), you can get the "big-4"... but you will really want to consider an OTA antenna. Why?
There are a BUNCH of channels you will be missing (Because only the 4 primary channels are not MPEG-4)
These are just a few
Channel 5-2 (WMAQ Weather Plus... good last night during the storms)
Channel 7-2 and 7-3 (one is ABC's weather, the other is a lot of "local" programming)
Channel 9-1 WGN HD (few shows, but sports as well)
Channel 26-1 WCIU is now broadcasting sports in HD
At last count, there where about 12 - 15 channels that I now get via OTA (all the sub channels) that I don't get via DirecTV (SD or HD)
I don't watch most of those (But those 4 above, are really nice to have)

The one I am using is the Radio Shack VX-120
I got it about 3 years ago, so I am not sure what the model number would be today.
I have it installed IN MY ATTIC too..
I get all the Chicago OTA signals (At about 80% or better), with the exception of CBS
CBS is VHF-3 and is a PITA to get.
I have been using it since the release of the HR10-250, and I have had only 1 signal issue that resulted in a lost recording.
If I unplug my son's computer (not just turning it off), I get the signal at about 70%.
Plug it in... forget about it.

If you have an antenna and the HR10, you can record the HD locals over-the-air. If you can't get your HD locals over-the-air then the MPEG4 HD locals are available from satellite but the HR10 cannot receive nor record those. The H20 non-DVR receiver is currently the only way the receive MPEG4 locals. The MPEG4 DVR is due out later this year.
You can request DNS but it's almost a certainty that you will be denied since SD and HD locals are available via satellite in Chicago.

If you get someone in DirecTV, who understands the rules... they will activate the DNS channels.... At least this was the case back in January (just before the superbowl).
It is difficult because of all the laws and the pressure from the networks... it shouldn't be this difficult.

I saw an old antenna laying in my attic so i thought I'd hook a cable to it and run it throught the house. It's just laying on an old box and I kind of pointed towards chi town. It shows 95 on meter when I checked it. Now I have to figure how to run it through basement. Was really surprised and happy camper!!!

DNS is Distant Network Service, the term commonly used to enable the satellite subscriber to receive some or all of the local broadcast networks from LA or NYC. HD DNS is on channels 80-89 and SD DNS is on channels 380-389. To see if you are eligible go here.
