Filesize of downloaded content

I've been receiving the - waddayacallit - TiVo ads for a few days now; the picture quality has always been impressive. This morning I happened to look at the size of the downloaded clips on TiVo Desktop (you can't transfer them but you an see the filesize) and I now know why they're so good - am I wrong or are thses being send at a quality higher than "Best"? One of the shows is about 28 minutes long and it's over a gigbyte - larger than last night's hourlong Sopranos episode.

Why are they sending such freaking big files?

Perhaps advertisers want top quality video and are willing to pay for it?

The quality of some of these has really been terrific.
