The spy device never made it from Tom's eye to his ear, so maybe that's the difference. In the eye, it's just a spy, but in the ear, it's a mind-control device.

The biggest thing this show has going for it is that not much else is on in the Summer.
It's just barely acceptable scripted TV with a lot of unnecessary exposition and uneven acting.
I call this show "Falling Short"

During the walk across his cheek, while it was out of his eye and not yet in his ear, why was he not freaking out about it? It was still controlling him as it walked? Or there were others still inside him? Or am I just over-thinking?

Thinking more about it, I guess I can fanwank it that the bug controls its host via manipulation of the host's brain chemistry. Even if it's not inside, the chemistry has still been modified and would take some time to get back to normal - more time than the few seconds it took for it to go from eye to ear. Then again, the impression I got was that the bug didn't start controlling him until it entered his ear: he was kissed, he went into a coma while the bug gestated, the bug was born out of his eye and traveled to his ear to enter his brain (anatomy notwithstanding), and only then did it start its manipulation. If I ever wake up and look in a mirror and see a bug crawling out of my eye and entering my ear, I'm pretty sure I wouldn't be so calm about it.
What I'm not sure I have pieced together is that we saw a couple of times in prior episodes where the spy-bug came and went from RedEye's eye, didn't we? So was it being sent out by RedEye, or was RedEye under its influence? Are the bugs tools of the Skitters, or of the Overlords?
