First, a little history - a few months ago, Fox announced a contest where a fan could design a new character for the show:

For 20 years, the artists and writers of THE SIMPSONS have lovingly labored to create a memorable mix of characters that have been embraced by fans around the world. As part of the “Best. 20 Years. Ever.” celebration, FOX and THE SIMPSONS are offering fans, for the first time ever, a once-in-a-lifetime opportunity to unleash their yellow and make their mark on Springfield history through THE SIMPSONS Character Contest.

Beginning today, fans can enter THE SIMPSONS Character Contest to create the “Best. Character. Ever.” Fans 18 years of age and older will have an opportunity to produce the newest Springfield resident and create the character’s traits, including name/nickname, age, appearance, occupation and catchphrases, at thesimpsons.com. The deadline for submissions is 11:59 PM ET on October 24, 2009.

The winning entry, selected by THE SIMPSONS producers, will be animated into an episode of THE SIMPSONS in January 2010 to be seen by millions of people around the world. The grand-prize winner will also receive a trip to Los Angeles to meet with SIMPSONS producers and an animator and work with the team to bring the character to life on the small screen
Then, they announced the winner:
The votes are in and Peggy Black of Orange, CT has been selected by THE SIMPSONS producers as the winner of THE SIMPSONS Character Contest. Black created the character RICARDO BOMBA (nicknamed “La Bomba”), a smooth-talking ladies’ man from South America with a luxurious black mane, a chiseled physique and a voice as smooth as silk. By day, Ricardo works as a safety inspector at the nuclear power plant, and by night, he works Springfield’s singles scene – melting women’s hearts all over town. As the grand prize winner, Black won a trip to Los Angeles where she met with SIMPSONS producers and animators and worked with the team to bring Ricardo Bomba to life.
Then, Fox sends out a press release about the new character:
RICARDO BOMBA (nicknamed “La Bomba”), one of Springfield’s newest eligible bachelors and the brainchild of Peggy Black of Orange, CT, will appear in the “Million-Dollar Maybe” episode of THE SIMPSONS airing Sunday, Jan. 31 (8:00-8:30 PM ET/PT) on FOX. As the winner of THE SIMPSONS Character Contest, Black won the unprecedented opportunity to have her character, Ricardo Bomba, appear in a SIMPSONS episode. Additionally, Chris Martin of Coldplay will make a guest voice appearance in the episode
Finally, the episode airs - and the character not only (apparently) dies 30 seconds after first appearing (there is a scene where Homer drives off the side of a mountain; while he is falling, they show Ricardo driving along a mountain road in a convertible, talking about "arriving in Springfield", and as he is saying his catchphrase, he misses a turn and crashes into the side of the mountain, where the car is engulfed in a rather large explosion...but I've seen Hans Moleman survive bigger explosions than that, so who knows if Ricardo will be back or not), but they never even mention his name on the air.

On top of that, he never says his complete catchphrase ("Soon you will be mine"), and, apparently just to rub it in, he tries to say it over the Gracie Films logo but gets the "Shhh!" right when he gets to the last word (which is also when his crash took place).

Interesting back story. Thanks for sharing. I wondered what the point of that guy was, but it was over so quickly, I didn't think about it again.

Same here! It seemed odd, and I assumed I was missing something, that maybe it was some sort of reference to a TV show I had never seen. But I have to say, I liked what little there was of the character. :)

So I guess the producers really didn't like this contest, or what? Seems like an odd thing to do.

I swear, if they ever made an episode of just HOMER singing, I would be a happy man. Not those previous musical episodes, just HOMER.
