I moved my Series 2 TIVO to another tv in the house. The TIVO records beautifully but will not transfer any recorded programs to DVD. Before moving the TIVO, I could put any recorded program on DVD. Is this a TIVO or Comcast issue? How does it get resolved?

Comcast is setting the "no copy" flag on its signal. Some cable companies do this on all channels, even though they're not supposed to on broadcast channels. Some do it on only selected movie channels.
You can complain to Comcast, but don't get your hopes up.

This correctly describes the situation for digital channel recordings on Series 3 models but is this correct for a Series 2 which the OP has ??
I know the recordings on my S2 DT were not copy protected on Time Warner (analog) channels, while TW copy protects all channels except locals on their digital cable. Apparently the OP has a S2 with DVD burner built in. Maybe that is different.

Yes, it still applies to Series 2. I assume the DVD burning is done through TiVoToGo. which honors the copy flags which are present in analog signals. I have seen many reports of such problems in the past.
I suppose it is possible that the TiVo is misinterpreting something. I don't know how to analyze that.

Another thing to try if a cable box or DTA is involved is to try rebooting that -- there's be a few cases where a cable box can get a tiny bit weird such that it starts putting macrovision stuff on the analog feed

I took the OP to mean they had a Series 2 with built-in DVD which of course will honor the copyright flag. I may be reading too much into it though.

In case the message isn't obvious by now:
Please post your TiVo model number and other details about your equipment and process that will help us help you!
