Can be done without a sub, provided the CCTV system outputs composite video or RGB.

Yes, and it works better than many dedicated cctv boxes.
I regularly sell tivos & drives to a few CCTV companies for this use,
though it's a bit of waste of a wonderful tivo IMO ;)
You'll get nag screens occasionally (if you don't remove them) but works well.

I used to have a link (many years ago) to a website with a "how to" explaining how to remove nag screens and setup the Tivo to automatically record in hour segments or something like that.
Unfortunately I don't have it anymore.
A nice modification to the Tivo UI, specifically for a CCTV GUI would be excellent though!

It records whatever you plug in to the input ports.
You just program it for a manual recording, telling it you have a set top box. I'm doing it it in 24 one hour segments per day.
Note that you want to avoid running guided setup, lest it get the "Account Closed" status. You won't have to if the TiVo had a STB when it was active. Use whatever program guide it has.
What you'll see in Now Playing is "Manual recording 10AM - XYZ"
