Reinstalled Samsung 4040 running 3.1.1e

My DVR80 started to display HDD issues, so I dusted off the 4040 which has been in mothballs since 2005.

Everything is working well, but it's not connected to the phone line.

Should I connect it and make a call? Is software updating still supported? Do I risk some type of post-update problem?

You should purchase Instantcake from Dvrupgrade. With 3.1.1e you will have phone problems, it will not time out and give you a constant busy signal on your phone line. If you want MRV 6.2a is available or 6.4a if you want no problems with season passes. The choice is yours. :)
