Purchased a Tivo, having issues making a call, "failed. Line unavailable"

- is it possible to run this Tivo without purchasing a subscription, in some sort of reduced functiionality mode?

Only if it is a series one model. Otherwise, it's dormant.

If it is a Series 1 you can add a TurbNet card to get updates over a broadband connection. A Series 2 or 3 can do that without hacking. You can also try an external modem or serial PPP for your connection.
