Wow, I don't think you could have given us less information to work with. So I'll ask a bunch of questions that might not get answered.
1. What series TiVo is it? What is the model number?
2. How did you get the software on to the new hard drive? Instant Cake? MFSLive boot CD? WinMFS?
3. Did you put the jumpers on the new hard drive to the right position? This could be either CS (cable select) or MA (Master). This depends on the model of TiVo.
4. Did you plug in the IDE cable and the power cable all the way?
Sometimes you get a reboot loop on a new drive if you have a bad software copy. This has happened to me a couple times. I had to reload the software from scratch to fix it.
Good luck,

Which software did you use? (instantcake/mfslive/winmfs/etc)
Where did you get the drive image for the Tivo? You need the image for the 540 series, it is specific to that model. You also need a hard drive that is at least as large as the original drive that the image came from.
For the drive jumper, look at the original drive and set the new one the same.
