I am going to hookup my old HD TIVO in the bedroom to use as a SD DVR. The TV where it will be hooked up is in the 3rd floor Master Bedroom. There is only one line going to the TV. Is there anything I can install in the bedroom so that the line is split? I'd like to utilize both of the tuners. If not, I may just use it with one line. Running a 2nd line is beyond a DIY and I don't want to have to pay Directv $99 to run another line.

No. The only way to use the second tuner is to run a second coax cable.

there are units that can send the signal from another room wireless but they require a audios/video input at the receiving end. Does the HD tivo have that? The make the same for going over the electrical wires in the house also.

That would work, but by the time you do it you may as well spend the $99 to have the line run.there are units that can send the signal from another room wireless but they require a audios/video input at the receiving end.
