Using Serial Connect to XP - data flowing but no user request

I have a null modem cable connected to the serial 3.5 mm jack on my HR10-250. WHen I tell it to dial (,#211) I see the "~" as the start of the string and then a bunch of special characters. AFter about 5-6 lines it stops and there is never the "USER REQUEST" string. I've tried all different bit rates (115, 19.2, 9600, 4800 and 2400 - 4800 and 2400 produce no data at all). Any ideas?

turned out it was my firewall - turned it off and everything worked fine. Surprising, but I will take it.
