Went to Comcast. Got the Cable Cards installed. Just one thing. At initial startup, did all the channels come in where you could at least view them or did they slowly start to build up within 24 to 48 hours later?
Oh, these are the Series 3 TiVo's. Requires 2 cards to operate.

You should have all the channels that are available to cable cards in your area. If you are not receiving channels that you should be, means the techs probably did not have the cards paired correctly. They only had them activated and unless the cards were good to begin with isn't enough.
Often when cards fail they get replaced and then re-distributed. Most times when that happens the old cards were never unpaired and repaired from the headend. Without this process the cards will not work properly and your cable company will waste more money sending out another tech. With a little luck your tech will know who to call to get it corrected, if not he will just replace cards and your current ones that do not work will get re-distributed to yet another customer.
It's a very simple process that most techs are not even aware of. For example brighthouse in Orlando has 2...yep I said 2 people that can do this a tthe head end. Most techs do not even know about it, I was fortunate to get a tech that did and when the cards didn't work he knew who to call. The kicker is neither guy was available and they sat at my house for over an hour waiting. When one of the guys did finally answer his call it took less than 30 seconds to fix the card.
Everytime BH adds channels the cards go down, and everytime they do they send a tech to replace the cards instead of having the 2 guys that can fix them at the headend fix them. Oh and forget about weekend install those 2 guys only work M-F if you can believe that.

The channels that you subscribe to should be there. The guide data might not be there, and if you have not re-run Guided setup after you activated your Cable Cards, you might not see them in the channel listing, but if you manually enter the channel number on the remote (301 for HBO, for example) you should see HBO.
Be sure to re-run guided setup after the cable cards are installed and paired with the head-end.

I was told it takes 24 to 48 hours to get those channels. I think something is wrong here.

It will take 24 to 48 hrs to get the full 14 days of guide data. You can manuly tune to the channel.

My problem is that the cards are not activated. They are still in "wait to start" mode and therefore can view nothing until they turn them on. Currently, they're off.
