I am interested in suggestions from parents and caregivers regarding how TiVo can be used as a learning tool.

at the appropriate age - I would have my children find their shows by reading the now playing list as best they could. Sounding out Buh for Barney and looking for the item that started with B then what letter is next, etc..
they even started saying goofy things like "That show brought to you by the letter S"
Also how many shows in the Sesame Street Folder, etc..
Other than that it was a way for them to watch good shows and avoid the junk, since they had plenty of fun stuff in the now playing list and did not have to go looking. They had no idea channels like the cartoon network played cartoons all day long till they were much older. ;)

I wouldn't look at tivo as being the learning tool but rather tivo makes it easy to have a number of educational programs on your now playing list.
edited to add Suggestions and Wishlists can help "find" programs that meet your needs. As an example do a wish list for autism.
