That depends on how the TiVo is connected.
It sounds like you have the TV connected to TiVo's RF output. If so, you should leave the TV on channel 3 and select the channels using TiVo's remote. If this isn't the answer, you should give more details - TiVo model, how it's hooked up, whether a cable box is used, etc.
BTW Connecting the TV to TiVo's A/V outputs is generally preferred (if your TV has A/V inputs). In this case, you should switch the TV to the A/V input used for TiVo and leave it there.

In order to RECORD it doesn't matter which TV input you use. In fact the TiVo doesn't even need to be hooked up to a TV to do this.
In order to VIEW off the TiVo you have to select the correct input on the TV. It sounds like the OP has his/her TiVo hooked to one of the TV's A/V inputs.

It's not very clear what his/her hookup is, we're both just guessing.
Whatever of the inputs on the TV is connected to TiVo is the only input of the TV that should be used for normal usage with TiVo (ie to use the TiVo menus &/or guide, to watch live TV (with the ability to freeze/pause), to playback recorded shows from TiVo, ... ). Using another TV input (to watch a DVD for example), will not interfere with the ability to Record shows with TiVo at the same time if the TiVo is properly connected to the signal source.

This is where I'm getting my info about his setup:

Obviously, we each interpreted the implied hookup differently.
