1 - Burn to DVD and keep permanently - yes
2 - covert to view on ipod still work on laptop? - yes, but... you don't have to delete the original when you make a copy for the ipod, and the small ipod copy won't look as good as the original on the laptop.
3 - You can burn it first, but you don't have to.

If you put the .tivo or .mpg in the root of a DVD your computer will play it, but obviously a dvd player won't.

You need to burn it as DVD video, so it has the necessary structure.

As an FYI, this is called "authoring (http://en.wikipedia.org/wiki/DVD_authoring)" a DVD to help your google searching. ;)

I would recommend looking at VideoRedo TV Suite for your Tivo DVD authoring needs.

Can you do this DVD authoring with any of the programs in the Nero suite?

I have NeroVision Express 3 (v3.1.0.16).

It works with .Tivo files.

ETA: Upon opening a video to author, you may not see the .Tivo files.
If that is the case, change 'files of type' from "all supported video files" to "all files" and they should show up.

Yes. Nero Vision 3.0 is a DVD authoring program. Your version of Nero must have the MPEG-2 plugin. Not all OEM versions have that.

When I used NVE I had best luck by first removing the encryption (http://www.gmonweb.com/portal/CodingFun/Downloads/tabid/54/Default.aspx) from the .tivo file. Lots of people seem to do ok without doing that first. Just make sure you pick (*.*) as Files of Type or you won't see the *.tivo files.

Nero will transcode whatever you throw at it to DVD format. That takes a VERY long time. Tivo Medium recordings are already Half-D1 (which is a DVD standard format). These will transcode in no time. But Best and High can take a long time to transcode.

VR TVSuite is smarter. It will not transcode if it doesn't have to. A lot of DVD players will player non-compliant DVDs.

VideoReDo TV Suite should do everything you want. (Well maybe not the ipod conversions) Though for creating a dvd it is the tool of choice (or better yet editing HD streams)
