I just had an HR21 installed last week. I asked for a HR20 because I wanted to continue to have OTA capability so of course they sent me an HR21.
I have decided I will use the HR10-250 also.
Can the HR10-250 use the signal from the new dish installed for the HR21?
What hardware do I need to buy to split the signal?

The HR10 CAN use the signal from the new dish, however, you can't split the signal without getting into stacker/destacker technology, which can be really expensive. Your simplest solution is two more cables running from the dish/multiswitch to the HR10 or you can try to get D* to exchange the HR21 for an HR20 (which, from the experience of others, can be very difficult!).

Hopefully you have four lines run from your dish. If so, then just use two each for the HR10 and HR21. If you have a need for more than four, then you use a WB68 multiswitch to expand the system.
I second the call to DirecTV to get the HR20 if you really need OTA.

Any D* receiver can connect to any D* dish. My HR10-250 and GXCEBOT (SD DirecTivo) both see my dish a 3 LNB model. I have all three receivers in a rack in my theater room. There are 6 cables run from the multiswitch to the receivers. As Tony said, you can't split the cable. My installer could have run the extra cables during the HR20 install but that would have cost me about $200. It took me less than an hour to run the extra cables.
