I'm thinkng about buying a series three tivo recorder, in part to be able to burn content to DVD's thru tivotogp. In general what content can I anticipate being able to transfer? HD shows? Most non HD content?

I have Time-Warner in Dallas, and almost every show recorded from a digital channel shows up as "protected."
The exceptions are the digital rebroadcasts of local stations, TNTHD, HD Theater, and of course all the analogs.
It really depends on how liberally your provider applies the 0x02 flag.

What about "Save To Vcr" using a DVD Recorder... Works easier than a transfer.

Works easier but it won't be in HD. With TiVo to Go you can transfer it to the PC(Unprotected content) and then burn it to DVD in the HD DVD format for HD viewing with an HD DVD player. OF course that can be rather limited since a dual layer disc is only 8.5 GB. But that is easily enough for an hour of HD.

What format do the HD files transfer to the PC in? Is there any software that can be used to edit out commercials?

I use VideoRedo (14-day trial (http://www.videoredo.net/beta/VideoReDoTVS-3-1-4-549.exe)) to automatically remove commercials from SD and HD recordings, as shown below:
Automatic Commercial Removal (http://mysite.verizon.net/~fiosdvr/videoredo/videoredo3.png)
Burn commercial-free recordings to DVD (http://mysite.verizon.net/~fiosdvr/videoredo/videoredo_dvd.png)
The following thread shows HD-DVD creation process with screenshots.

I've got an S3. I'm using TivoDesktop (free version) to move HD stuff to my computer (OTA so no drm). But the HOUR LONG shows are each taking between 6 and 7 gigs. I would like to reduce their size but keep a reasonable (yes, that might be a catch - what is reasonable) level of quality.
Tool suggestions anyone? I tried using Super Video converter but when I transferred them back to tivo as a test, they video was not very good (only about 700,000 so really small size) and the audio seemed out of sync but not exactly.

Encoding speed is not really an issue - I've gotten use to starting these things up and heading to bed. The computer is then on its own! So, I'd like to get decent playback on the tivo (well, hdTV) but also decent size for long term storage on computer and/or possible dvd (data??? disks).
(downloaded megui but will check it in the morning)

MeGUI will probably seem a bit complicated at first, but you'll get the hang of it. Here's a tutorial (http://forum.videohelp.com/topic333634.html) you may want to use to get you started.
