how to load up the universal boot cd into a new hard drive

I need some help..i need to know how to load up my universal boot cd into my brand new 250gb hard drive...the one i have is ruined it wont go past "Welcome Powering UP"...or is it still possible to format this hard drive with a chance that it will work. Anyone?????: I have a HR10-250 direct tv HDDVR
