Does it make any difference if you turn off the 'Phone Avail' Detection in Phone Dialing Options?

Unplugging it for a minute usually gets it working again.
Those older Tivos had notoriously bad modems. It could be that the modem inside the Tivo is broken. You can either buy an external modem, fix it yourself, get an Ethernet adapter, or setup serial PPP. The Tivo Underground forum had entire threads on how to do this.
May or may not be your problem but others have reported that many TiVo dial-up phone numbers have been discontinued. Worth checking out (call TiVo?).

1) have you switched to digital phone service instead of analog? example: service thru a cable company
2) if so you cannot evidently use a phone connection or eventually it will stop connecting and you risk burning out your modem
3) are you a lifetime subscriber? i have seen so many posts where people have stopped getting connected over the last several weeks with no resolve, but one post told me that his connection only stopped on his lifetime service but not on the tivo with monthly fees. hmmm!
4) see the thread named phone connection problems
wish i could help rather than being pessimistic but i have spent the last few days with the same issues, and i very frustrated. if you have the ability to connect thru your internet i would suggest you try that. unfortunately it will cost you $
