i bought a series 2 a couple of years ago from a friend and it has the lifetime service plan. it's pretty awesome.

if i buy the new hd tivo, will i be eligible for the 6.95 monthly plan for the new tivo?

Yes, but only if you commit to a 3-year monthly payment plan. You must commit to a 1, 2, or 3-year plan in order to qualify for the MSD savings. Otherwise, you can get a prepaid plan or just pay the full monthly price. Going with the 3-year monthly plan and MSD will get you the best deal.

If your current tivo has been transfered to your own account and you activate a new tivo on the same account, you'll get one of the MSD rates. You have to commit to 3 years of service to get the $6.95/mo. rate, 2 years of service for the $8.95/mo. rate and 1 year will get you the $10.95/mo. rate.

A 3 year plan and MSD is not an option - there are no prepaid plans at all that reflect MSD prices.

But your still speaking of MSD as an option and it's not. It's automatic with a qualifying Tivo.

You always have options. You could decide to go with a prepaid plan for the 2nd Tivo, although I don't know why anyone would want to. You will get the discount if you have a qualifying Tivo as the original subscription holder (i.e., lifetime, prepaid, 1, 2, or 3-year commitment, or month-to-month plan). However, you MUST commit to a 1, 2 or 3-year time frame in order to get the discount. I don't believe you can get the MSD if you want to go month-to-month on the 2nd Tivo so it's not autiomatic without some sort of commitment.
