I searched the forum and didn't find this question, so forgive if this has already been asked.

Is there a way to burn a program direct to a dvd, or does it have to be saved first and then burned to dvd?

It has to be recorded first and then can be copied to the DVD.

I'm new to this. I'm considering buying a TiVo Series 3 for all the right reasons. That leaves me with my Panasonic DVR. Is there a way to transfer TiVo recordings to the Panasonic DVR hard disk or to a DVD in the Panasonic?

Sure ... you can hook up the video outputs on the S3 to the inputs of your DVD recorder (or other recording device). I have my S3 hooked up to my Samsung DVD burner and use it to archive shows. They're not HD once you do that, but the quality is still pretty good.
