I know absolutely nothing about cable cards, but they are offered by my cable company. Are they device specific once in use or can they be moved to other TV's, or TiVos in the household with a cable connection?

On most if not all Cable Cards they can only be moved by making a Phone Call to your cable co. and hope you get somebody that can re-pair them to the new place you put them

Generally, no. The card and the device it is plugged into are intended to be registered and activated as a unit to keep you from transfering the card to an unapproved (i.e. content-stealing) device. The cable company can be lazy if they want, though, and allow the cards to migrate freely with no further action on their part.

What if I had two series3 units and only two cable cards. Could they be interchanged at will (one in each or both in one)?

not at will, no. pairing is to a specific box and you would need the cable company involved to pair them to a second specific box which would then break the pairing to the first box.
