remote control or tivo dvr problem?

When turning on the TV for the first time I have
to turn the unit on/off 3 times before the
picture comes up.

Service tech has been out 3 times to reset
codes. Things are fine for a day or so and
then the original on/off problem returns.

My first suspicions were the Osiris RF remote but
now I'm starting to suspect the Tivo DVR.

Any wisdom on the guilty component?

Brand of TV.
How is the TiVo hooked to the TV.
Since this is the Series 3 forum, can we assume it is a Series 3 TiVo?

What service tech has been out to reset what codes?
TiVo tech, Cable tech, TV tech?

What "unit" are you having to turn on/off 3 times? the TV, TiVo, something else?

Stab in the dark time, is the TiVo hooked to the TV with the HDMI cable?

Thanks for the reply.
Sorry I did not provide enough info.
My frame of reference was too small
to understand the need for all of that.

At any rate, tech was here again and
the Toshiba plasma is the culprit.
