Cable box serial output problems

I receive cable service from Comcast in Tucson, AZ. I have a Motorola DCT 2000 digital box and the serial port does not seem to be active. I have asked several times to have Comcast activate it. Each time they return the box telling me it is active, but it will not connect to the Tivo with the serial to USB cable. I believe the box port is not active. Any thoughs on how I can activate it myself.

I use the serial to cable that came with the Tivo and connect to Serial input on the back of the Tivo and when I run the set up in Tivo settings, it tells me it cannot change channels
