Technically, the seller isn't buying referrals. He's selling info on how to get a Tivo and use his email as a referral. He doesn't appear to be offering money to do this.
Still, I doubt they are going to get any referrals this way.

I think something like that needs to be listed in the "information" category, not the DVR category, because he's not actually selling the TiVo, he's selling information on how to get to TiVo's website to find this deal. :rolleyes:

yep, and the more I look the less I see the rules being enforced by ebay

Technically the seller is offering details on the site to get the offer. They are not offering any Money, as many do in return for the referral.
Also, you do not even need to pay, as they have said, just ask a question and you will get the details.
Just do a Search on EBay for anything, and you will get auctions where you pay for information that you can find if you put the time and effort into doing it.
Maybe they will get referrals, maybe not, but atleast they are advertising Tivo.

Most people do know about this TiVo deal as I have never seen a public ad on this, so maybe this E-Bay person is doing TiVo a good service, but I think TiVo should get this information out into the general public, not an E-Bay person. If the only "money" this person gets is the referral, so what, he has to get a somebody to buy a TiVo to get it and has no control on the buyer to give him the referral.
