If someone on eBay sold you a TiVo as working, and it has no hard drive, you have options open to you, even if nothing more than zapping them in "feedback".
Are you sure you didn't read the "fine print"? There's one seller I know of who often sells Series 1 machines, but specifies they have no hard drive.
What you'll want to do is get a drive image for THAT machine (for example, at 9th Tee http://www.9thtee.com/tivo-instantcake.htm ) and use your computer saavy to load the software onto the drive.
This is assuming you know a lot about computers, loading Operating Systems onto hard drives, and using Operating Systems other than Windows. (For example, do NOT try this on a machine that still has Windows running on its main drive.)
If you AREN'T good with this sort of thing, you either have to get your TiVo and drive to someone who IS, or you have to get a drive with a pre-loaded image on it.
I did this to upgrade one of my machines, and it was nothing more than plug-n-play.
Thing's worked great ever since then.
You can get such drives from several places, including the TiVo Community store associated with this website, or at www.Weaknees.com .

Make it easy on yourself and go here:

or here:
http://www.weaknees.com/tivo-philips-hdr3.php
They also have detailed directions on their site as well.

I already told you what direction to go in if you don't want to spend more money...
Put the image on the drive yourself.
There are images out there that helpful people have been known to provide...

Don't give up. EBay can help you. You can get your money back. It will take a while but it will happen. See link below for process.

Paypal or Ebay will require an appraisal from and independent third party who will also be able to give an accurate cost to fix the problem. Most places will not do this for free if you can find one that is familiar with TiVos. If he does not want to spend any more money on the unit he should proceed with learning how to image the drive himself.

How did you pay for the item?
If you paid thru Paypal using your Credit Card, file a Chargeback as Not as Described. But first read the auction carefully.
This way, your Credit Card company will conduct the chargeback, not EBay, not Paypal.
