Can I access hdd in tivo from pc?

I wanted to see if I can make my hdd quiter - is there a way I can access it from my pc via browser?

You would have to pull the drive from your TiVo.
All Seagate drives don't have AAM so you are stuck.
But on most other brands you can tune AAM to 128.
You can use hdparm program included in mfslive cd.
