Why does everything I record have a low volume to it?

It is very fustrating when I watch a recorded show i need to turn the volume way up and then way down when the commercials come on. I know commercials are made to be louder but there has to be somethimg wrong here.

Just HD content or all content? My HD content has low volume and then the SD commercials are quite loud. My TV's "normalize audio" setting helped somewhat, I think.

HD programs use Dolby Digital audio which is recorded 10db lower than regular TV audio to allow for more headroom.
