It took awhile to load due to its popularity, but this is quite interesting.

Well, this really isn't just a DVR they're talking about.
This is subscribing to an IPTV service, and using the Xbox 360 as your IPTV "receiver" instead of another box that the phone company (or whoever is selling IPTV to you) gives you or sells you. IPTV isn't the same as DVR or OnDemand, just as channel operators wouldn't let Time Warner Cable have a Networked DVR service, IPTV is just a channel delivery method. The ability to record would be based on the hardware receiving the stream.
There may be DVR functionality, but with only a 20GB HDD in the Xbox 360, it would seem mostly pointless.
Unless the rumored Xbox 360 with HDMI and 120GB HDD is the only Xbox 360 that can do DVR for IPTV service.

All they need is an expansion drive for the current 360. I think the hardware is perfectly capable of iPTV, should an add-on or replacement drive be used.

Microsoft is not a TV provider. They are just giving an option for Xbox 360 to become an IPTV STB. I think Microsoft is working with AT&T's U-Verse service. I think they showed the DVR features on it as well.
This could become an interesting option for me.
