Jumping scroll

On some recordings, when a screen is scrolling, the picture seems to jump (like it's catching up). It seems that the more detail is on the screen the worse it is and it doesn't happen all recordings. Has anyone else seen this?

What you are seeing is possibly the dropping of a single frame every second or two. Several stations (like SpikeTV) do this to squeeze the programming so they can fit an extra commercial or two within a program's timeframe.

Most of the time, the dropped frames aren't that noticeable (the audio is sped up slightly to keep sync), but during camera pans you can see a slight jump where each dropped frame would've been.
