Static on TivoToGo

Hi, I have a Series 2 TiVo and have started to finally transfer programs from the unit to my laptop or main pc. I just bought a DVD recorder, so I am trying to figure out how to use that, but that is a different story. When I play a recorded program on my pc or laptop, the top of the picture has a line of static. Is this normal? If not, any ideas how to get rid of it?
