Static on Local HD Channels

When watching the local channels that aren't broadcasting in HD (I'm assuming this because the side bars are showing) I get static at the top of the screen. Very small and can barely see it, but it's there. It only happens watching the news and other broadcast that have the side bars.

Any ideas?

This is due to the overscan (or lack thereof) on your display.
