If I record a channel like ABC HD and it isn't showing HD programming at the time, like the local news, is that still considered an HD recording, thus reducing my recording space? Very simple question, just need a quick answer; thanks so much!

Most likely yes. Most stations do not bother changing the broadcast resolution of their subchannels. They just uprez the SD stuff to the same rez as the HD material... makes for cleaner switching between SD and HD material...
As far as your TiVo know, its recording an HD signal. It does not know that its an uprezzed SD show.

TiVo may not list it as HD per se. In other words MScottC's answer is absolutely correct, it will take the same amount of disk space but it won't be in the HD folder.
A good example: COPS. Not in HD and does not appear in the HD folder.
