How often can you suspend DTV service?

As often as you like. Anywhere between 7 and 270 days at a time. If you want it suspended more than 270 days, you have to keep your service on for at least 7 days before resuspending, but there is no limit to how many times you do it. My mother has a cabin 30 miles from her home, and her service there gets suspended probably 20 times a year.

Do they charge you some kind of base fee on a suspended account, or do the fees go to zero?

D* doesn't charge any fees for suspension. All you're charged is a prorated amount based on the amount of time you actually had the services on.

November has 30 days. You are away for two weeks in November, and suspend service for those 14 days. You are charged for only the 16 days you had active service, thus your fee for the month has been prorated by the amount of time your service was suspended. :)
