I purchased a Samsung 40 hr unit off of eBay this week. The unit came with the old owner's access card. I receive all the channels fine except for my locals. The locals I receive are for the previous owner's area. I'm assuming I need another access card for my account? If this is true, what fees are usually assoc.?
I repeated setup and changed the zip code. Is there a setting I'm missing?

As far as I know, a new card from Dtv is $20
But... you might be able to have this card assigned to you via a call to Dtv
I am actually surprised someone would sell a Dtv box on eBay without cancelling their card... since you are now, I think, receiving programming on his/her account for free

OK, are you going to replace one of your EXISTING receivers with this one, or will this be an additional one?
If it's a replacement, simply remove the card from your OLD receiver, put it in this one, call D* & have them remarry the card to the new receiver. It won't cost you anything, nor will you have to re-up another 2 years.
If you activate it as an ADDITIONAL receiver, you'll need a new card & D* will make you re-up for another 2 years. (although some people claim they have gotten D* to add used cards to another account, but I haven't done it myself & frankly wouldn't want to.

I'm replacing one of my receivers with this one. Although I was going to rebuild the older Tivo and use it as well. I suppose I could use the card from one of my old standard receivers in the rebuilt Tivo when I finish it.

There's no commitment period. If your Access card is old, you'll need to pay $20 for a new one. That's it.

As long as your standard & DVR are either both RID or non-RID, you can do this. (IOW, as long as you're swapping like for like - eg: RID to RID or non-RID to non-RID)

Not as long as you are just moving a card to a different receiver.

Nope, as long as you go RID to RID or non-RID to non-RID - brand/type of receiver doesn't matter.

RID= Receiver ID number, Older receivers did not have this number.

ok so i'm looking between a dsr704 and a sd-drv40 and an r10 . . . which of these, if any, is a non RID? and how would i know - is it on the receiver somewhere?

I know for SURE the R10 HAS a RID# - just look on the back of the receiver where the serial# is & you'll see an RID# on the same label. Look on the back of the other 2 receivers if you do NOT see RID anywhere on the label, then they are NOT RID receivers.
(someone else will know for sure on the other 2 - I just can't remember right now...)

The DSR-704 is NON-RID.
The DSR-704 is NON-RID.
Sony SAT-T60, Philips DSR6000, Hughes GXCEBOT(D), Philips DSR7000, RCA DVR39, and Hughes HDVR2 are the only Directivo's that do not have RID numbers.

I used the previous owners Access card for the reciever I bought off of Ebay, and had no problems...
I think the guy thought I was an installer, cause he asked me for my installer ID #, I told him I was just a customer, and quickly changed the subject.
But It works like a champ and I didn't have to pay the extra $20.

I just tried to activate a R10 receiver that I bought off ebay and had to purchase another access card for $20 and was told there was absolutely no way I could activate the old card from the used receiver or even one of the cards that I already had from a receiever that I used to have hooked up.
