The video and audio on my locals are not in sync. What makes it puzzling is that it is only on the locals. The other channels are fine. Any suggestions on a fix or the reason for this problem?

Need more info. How are you getting the locals? OTA? SD locals from DirecTV? What audio connection are you using?

We get our locals Via SD from Directv. We receive NYC locals. My setup has the audio coming from the R10 via an optical cable into our Yamaha receiver. I would simply apply a slight delay in the receiver but then that would throw the other channels off.
I'm pretty sure it has to have something to do with the receiver as the locals on our other R10, which is not connected to the receiver is not showing the same problem.
what's even more odd is that it doesn't happen all of the time. it happens on live tv and recorded things alike. but not all of the time. nothing is constant enough to nail it down to one thing. :(

I can't imagine how this could happen, given the signal path. Sorry, I have no ideas for you.

ok, i've narrowed the problem down to this. The video lag is less than 1 second but enough to notice when someone is talking fast during a show. This ONLY occurs on my local channels which I receive via Directv. I stated before that it didn't happen all of the time but now I am certain that it is a constant problem.
Any ideas? should I call directv's tech support? Could it have something to do with the aim of my sat?

It has nothing to do with the aim of the dish. The sound and video are received in the same bitstream.
You say that the other DTV receivers are not connected to the Yamaha - try this as an experiment. Disconnect the optical audio feed and connect to the Yamaha with left/right audio. Does the problem go away? If so, then it is the Yamaha - and it won't be the first time I have heard of this problem with Yamaha receivers.
