I want to connect my Xbox 360 component out to my DVI HDTV DVI in

No there isn't an adapter or cable. Component is analog and DVI/HDMI are digital connections. There is actually one way you can. You can get an Audio Video Receiver that has component inputs and HDMI output (and get an HDMI to DVI cable). Although that is an expensive solution. :)

You can't use a Tivo Series 3 HDTV DVR to do this conversion because it doesn't have a Component In.

mmmm as far as i know there is a DVI-A which is analog
and the digital one is DVI-D

DVI can carry both analog and digital signals. The cable you found goes component to DVI-A - anaolg only. Component to Digital (DVI or HDMI) involves some hardware in between.
