Cable Card Activation - 1 or 2 calls

It says in the Tivo instructions, the cable installer must install card #1, then call and get it activated and go through the instructions on the Tivo set up screen. Then he installs card #2 and repeats everything. Does this mean he has to make either two seperate calls or keep the cable guys on the line until he completes the install.

I would think that in most cases he would just install both cards at the same time then call for cable activation. Would this be a problem?

I put them both in at the same time and activated them both with one call. No problem. Comcast in Mountain View, CA.
