I am going to incorporate a F Patch Panel (patch panel link (http://www.onevisitmedia.com/patchpanelf.html)) into my video distribution system and will be running the four coax from the dish (phase ii i right now) to the multiswitch, then from the multiswitch to the patch panel and then will use short rg6 cables to "patch" into the correct room.
I have 2 hr10-250s and a series 2 right now. My question is, is the 1 GHz model ok to pass the signal through or does the signal need the 3 GHz model? Would this remain the same for the AT9 or new slimline dish?

I can't imagine that the little RG6 connectors will impact the signal in any noticable way. I'd buy whatever is cheaper.
For what it's worth, I have done the same thing. However, I bought the Leviton 48-port 2U blank quickport panel, and then a bunch of little RG6 quickports. My entire house is patched through that, including a sub panel in my home theater. Everything works perfectly, and I'd imagine the little Leviton quickport RG6 jacks are at the lower end of the quality scale.

The L-band signal (LNBF to receiver) is 1.5 GHz, so a 1 G pp might attenuate or reflect too much signal (but I doubt that). If you move to a stacked system frequencies will be even higher, in all likelihood. But that is swept response in the pp specs, and even frequencies slightly (or possibly greatly) above 1 G might still be OK, as usually in this particular regard any garden-variety F connector would pass those frequencies without much trouble.
It seems like a lot of trouble and expense for something that a few $0.69 F-81 barrels could also do, but I guess it might end up looking a bit cleaner.
