Sorry if this was answered already, but couldn't find anything. Question, I have the HR10-250 and R10. I'm charged $5.99 for DVR and $4.99 for second unit, R10. Is this correct? I was believing second unit wasn't charged with new pricing.

That's correct.
$5.99/mo total DVR fee for as many DVR as you have on the account.
$4.99/mo for each additional receiver/DVR you have on the account.

The DVR service fee is now $5.99/mo.(covers all D* DVRs), while the 2nd unit (mirroring) fee is $4.99/mo.

The 4.99 is the mirroring fee, NOT a DVR fee - you are charged this for EVERY receiver past your 1st one, DVR or not.
You are only charged the 5.99 DVR fee once per account if you have at least one DVR on it, regardless of it being an SD or HD DVR. (except for us lucky few w/lifetime DVR service :D ;) )

I must be missing something. My R10 is a DVR and if $5.99 covers all DVR's, I shouldn't have a mirroring fee. This is the way I read what you folks have replied. Sorry if I mis-understand!

1 DVR Fee. And a mirror fee for each unit after first(DVR or STD).

If you have more than one DVR, just like if you have more than one plain DirecTV receiver, you pay a mirroring fee ($4.99/mo.) on each of those additional DVRs. Since you have an HR10-250 AND an R-10, you pay a mirroring fee on the 2nd unit.
