Here's my dilema I live a apartment where I share a wirlesss connection with my landlord. I do not have a land line phone. My wireless internet connection comes from a netgear WR614 v6. My budget is really limited right now. I can grab a wired ethernet usb adapter from fleebay for under 15 bucks. I have a Belkin wireless router laying around in a junk drawer. Can I setup the Belkin router as a bridge and just connect the ethernet adpater to it?

There is a whole lot of 'depends' as to if it'll work.
Can you administrate the Netgear router? Does it support WDS? Does your Belkin?
I don't have much confidence that it will work. Some routers have a 'client mode' where the router will act as a node on a wireless network and allow a single device behind it. WDS is more usefull but requires config on both ends as well as compatible chipsets.
See if you can get the Belkin on the wireless network from your PC, and go from there.
