The Nationals' website (http://www.nationals.com) says the game is on WDCA/20 in the DC region.

I don't get the DC locals via DTV, only the Baltimore locals. I completely understand the concept of blacking out a game on ESPN when it's on a local channel you receive, but this is not the case.

There's not much you can do about that...MASN holds the rights, and it doesn't matter to them if you can get the DC station or not, they'll black out ESPN in the entire Washington/Baltimore region, since that's where the rights are. Yell at Mr. Angelos. :D
I'm not really familiar with how the signals work around there, but you should be able to get WDCA/20 via old fashioned rabbit ears.

Well, I'm not a Nats or Mets fan, just a MLB fan. ESPN was showing it in HD, and it's just frustrating that I cannot watch it.

Oh, I agree with ya...I'm just telling you how the rights issues work.
Even if you had DC locals, you'd still be stuck with the game in SD on WDCA/20. If the local rightsholder is running the game, they can black out ESPN in both SD and HD, even if they don't have HD broadcasts...that's just the way it is.
