If the "information" was out there... you would have seen it here on the forums.
In general... anyone "selling" information on Ebay, on how to get something at X,Y,Z price.... stay far away.
I am not saying it isn't possible to get it for $199.... but, don't spend a lick of money for the "information".
If anything... if it isn't a SCAM... You will end up calling retention and work through them... since you have to be an "ACTIVE" customer, per the ebay posting.

Okay, I wanted to upgrade to a hd-dvr with DTV and wanted the best economical route. I took a gamble and paid the $14 for the "information" available on ebay. This is how it worked for me.
I'm only a two-month-old subscriber with DTV and initially got all equipment (HD recvr + standard) and prof installation at $0 cost to me. I read the "information" which had me call Customer Retention and let them know of my desire to upgrade. They quoted me the $499 with a $100 rebate deal. I told them I had neighbors who got a hd-dvr for $199 and I wanted the same deal. He told me to hang on for a minute and let him check on current promos. He came back on the line and told me he could issue me an immediate $100 service credit to my account and in addition to the rebate, my end cost would be $299 for the dvr. I figured that was pretty good since I'm a new customer and just got a lot of promotional pricing including a free portable dvd player ($100 value!).
 It was pretty good information for me and feel satisfied with the deal I got. DTV is expected to upgrade the HR10-250s with the new MPEG4 format dvr later this year at no or little cost to subscribers later this year. We shall see.

Well, there you have it. Is that information worth $14.99?
Any longtime reader of this (free) forum (or many others) knows that you can get good deals from "retention". This is true to some extent of most services with high customer acquisition costs, BTW (cellphone, etc.) I even got half off my newspaper by waiting for them to call me to renew. I told them I wasn't really sure it was worth it to keep the subscription, so they offered me a deal.
