I have read about the zipper and a little of the tivoweb. I have a HD directv tivo, HR10-250.
I am always looking in ways to improve the tivo, I just dont know if this is something that is over my head.
On these hacks, is it something I can do? It looks that you have to download softwares, I am not clear how you connect the tivo to the computer if in fact that is the way its done.
What is the upside and downsides of these hacks?

Only you can answer the question of "can you do it?" If you can and feel comfortable hooking up hard drives and burn data/images to cd then maybe you can do it.
As for how to connect the tivo to your pc - do you mean to do the hacks? What you do is remove the hard drive from the tivo and hook it up in your pc, follow the steps and then put it back in the tivo. If you mean after you hack it, then you either use a router and plug both the tivo and your pc to it or use a crossover cable and connect the tivo to the pc.
Downsides - void your warrenty, if you mess it up you could have a doorstop.
Upsides - some new and fun things that you can do with your tivo .

If you aren't comfortable opening your computer case and swapping in and out hard drives, then you won't want to try hacking without help. If you work for a company large enough to have an IT department, go visit them - I'm willing to bet you will find someone there who has either already done the hack, or will think it would be a fun project to try... ;)

I have done simple hacks, I actually upgraded my tivo by putting an extra HD but I had a neighbor who had done it before help me. He has moved.
We hired an IT guy to do our networking, I will ask him.
