I just order HD Tivo and bought myself a new Sammy LCD. My question is this, are both the Composite (RCA) and the HDMI outputs active at the same time?
I modulate my current Tivo and DVD via RCA Conntections.

No.
All the HD outputs are active at HD resolutions only.
All the SD outputs are active at SD resolutions only.

I want HD for TV, SD To for whole house

Yes and No. You need to switch the output of the HD unit to 480i to get any Composite signals out and you will get an output from HDMI but it will be at 480i not HD.

What format should HD Tivo be set to for Non-HD directv programing?

You can view Non-HD/HD directv programing on any format output. It's really up to the viewer on what you prefer. I personally leave my HD TIvo to 1080i output no matter what the input resolution happens to be. I will switch to 480i only to watch a TV I have in my gym that is connected to the HD Tivo via an RF modulator.
